2009 CONFERENCE TRACKS
Wildlife
This track will include presentations of papers and research involving the management, habitat needs and behavior of a variety of non-game and game species in the northeastern United States.

Marine Fisheries
Presentations in this track should focus on papers and research involving the management, habitat needs, biology, environmental impacts and behavior of a variety of marine species in the northeastern United States.

Freshwater Fisheries
For this track, presentations will encompass papers and research involving the management, habitat needs, biology and behavior of a variety of non-game and game freshwater fish species in the northeastern United States.

Conservation Law Enforcement
Presentations for this area will include programs involving conservation law enforcement techniques and tools, high-profile conservation law enforcement investigations, specialized enforcement efforts involving reptiles, K-9 programs and conservation law enforcement, boating law enforcement initiatives and deputy officer programs.

Licensing
The emerging prevalence of electronic licensing efforts in the Northeast will be discussed in this program and will include a detailed overview of the development and implementation of the new Pennsylvania automated licensing system shared by the Pennsylvania Fish & Boat Commission and the Pennsylvania Game Commission. The session will include a discussion on the effective use of customer and sales data obtained through electronic licensing for angler and hunter retention, recruitment and survey work. Also, electronic licensing and law enforcement issues will be discussed.

Legal
For this track, presentations will consist of programs and case law studies involving conservation law enforcement legal issues with an emphasis on access. Access issues considered will be public access to navigable streams, conservation officer access to private property for law enforcement purposes and liability issues relating to public access to private land for recreational purposes. Additionally, if time allows, a round table discussion of legal concerns and issues of the various states will occur.

Conservation and Engineering
This session will consist of presentations involving dam removal (highlighting Pennsylvania’s efforts), fish and wildlife habitat restoration, fish passage, hatchery technology and effluent improvements, use of recirculation technology and the Blue Valley acid mine abatement and hatchery initiative. The Northeast Rivers and Streams Technical Committee is expected to sponsor a dam removal/fish symposium which may be developed under this track.

Information, Education and Outreach
Presentations in this track will focus on the development, delivery and evaluation of education and public outreach programs and initiatives. Topics will include communication and outreach efforts, conservation and outdoor recreation programming and efforts to increase participation, recruitment and retention. Current regional and international efforts in these areas will be highlighted.

Public Access and Land Acquisition
Presentations of programs and initiatives involving partnerships to open or acquire lands for public use to hunt, trap, fish, boat and other outdoor uses will be discussed. Pennsylvania will highlight its access programs that create partnerships with private landowners, municipalities, public agencies and non-profit organizations. The Pennsylvania Game Commission efforts involving the acquisition of land for the State Game Lands program and public access for hunting and trapping on private lands through its Farm Game, Safety Zone and Forest Game programs will be presented. The Pennsylvania Fish & Boat Commission’s Lake Erie access programs, the statewide fishing and boating access strategic plan and the agency’s boating facilities grant program will be part of this track.

Comprehensive Management Planning
This session will address programs involving statewide management planning and implementation of state wildlife action plans and other federal, regional, state and local habitat conservation and planning efforts.
